Abstract

The global Her City initiative provides a framework for gender-sensitive urban planning, which seeks to create inclusive and accessible public spaces that meet the needs of all residents, particularly women and girls, who have often been overlooked in traditional urban design. This paper presents the results of Germany's first Her City initiative in Weimar— a city rich in cultural heritage with a vibrant tourism sector that strongly influences its public spaces. It contributes to existing studies in this field by providing an innovative methodological analysis of Weimar’s public spaces through gender-sensitive, data-driven, and participatory processes, with the aim of identifying strategies for improvement. The Her City Toolbox was utilised and extended through a participatory citizen science approach with 18 young women and the collection of gender-sensitive data regarding public space usage. Data collected from two city walks, three workshops, open space assessments as well as measurements of people’s movements and stationary activities were triangulated to reveal five thematic fields that highlight how public spaces are failing to meet the needs of women and girls. These include (1) Facilities & Furnishing, (2) Representation & Appreciation, (3) Security & Social Control, (4) Mobility & Accessibility, and (5) Visibility & Appropriation. Collaborations with local stakeholders combined with communication platforms and media contributed significantly to the project’s impact. The paper concludes by emphasising the necessity of adopting a gender-sensitive, participatory, and data-driven approach to urban planning to address the diverse needs of all city dwellers.

Lia Zinngrebe, urbanista.ch

Lia Zinngrebe is an architect and urban planner engaged in public space, mobility, and participation with urbanista.ch in Zurich, Switzerland. She completed her architectural studies focusing on urban planning in Münster and Weimar. Within her master's thesis, she founded the participatory project HerCity Weimar, where she examined the local urban space from a gender-sensitive perspective. Her professional journey has encompassed roles in urban design firms across Germany and Denmark, including Gehl Architects in Copenhagen. Lia is committed to a people-first approach, emphasizing data-driven and need-oriented methodologies. She has shared her expertise on inclusive urban planning through lectures and panel discussions. Currently, Lia is working on the concept of Superblocks, with the aim of enhancing urban inclusivity and climate-friendliness in our cities. 

Lisa Maßel, Bauhaus-Universität Weimar

Lisa Maßel is a young urban designer who holds a Master of Science in Architecture from the Bauhaus University Weimar. Her areas of interest include sustainable spatial planning and architecture, as well as needs-oriented urban studies and planning. The Master's thesis, entitled "HerCity Weimar", was prepared in collaboration with Lia Zinngrebe and supported by the Women's Promotion Fund and the Bauhaus-Universität Weimar graduation scholarship. Moreover, she co-authored the article ‘Fair Play - Fair Planning’ with Lia Zinngrebe for the book ‘Who is the Architect?’ by Building Diversity. Following the completion of her degree, she began her professional career at an architectural office. Currently, she is employed at the Dutch landscape and urban planning office Karresenbrands, where she contributes her expertise in sustainable urban planning.
